{"id":12046,"date":"2024-03-21T11:07:24","date_gmt":"2024-03-21T15:07:24","guid":{"rendered":"https:\/\/whomakesthenews.org\/?p=12046"},"modified":"2025-05-20T12:00:58","modified_gmt":"2025-05-20T16:00:58","slug":"keep-gender-at-center-of-global-digital-governance-ngo-csw68-event-urges","status":"publish","type":"post","link":"https:\/\/whomakesthenews.org\/es\/keep-gender-at-center-of-global-digital-governance-ngo-csw68-event-urges\/","title":{"rendered":"Keep gender at center of global digital governance, NGO CSW68 event urges"},"content":{"rendered":"\n<p>The event \u201c<a href=\"https:\/\/waccglobal.org\/csw68-empowering-women-for-the-digital-age\/\" target=\"_blank\" rel=\"noreferrer noopener\">Digital Communication Rights: Empowering women for the digital age<\/a>\u201d on 12 March at the <a href=\"https:\/\/ngocsw.org\/ngocsw68\/\" target=\"_blank\" rel=\"noreferrer noopener\">NGO CSW Forum 68<\/a> offered civil society advocates, academics, and media professionals tools to advance a gender-just digital world.<\/p>\n\n\n\n<p>The Forum is a civil society gathering held annually in parallel to the UN <a href=\"https:\/\/www.unwomen.org\/en\/how-we-work\/commission-on-the-status-of-women\" target=\"_blank\" rel=\"noreferrer noopener\">Commission on the Status of Women<\/a> (CSW), which promotes women\u2019s rights and global gender equality.<\/p>\n\n\n\n<p>Co-organized by WACC, the <a href=\"https:\/\/gamag.net\/\" target=\"_blank\" rel=\"noreferrer noopener\">Global Alliance on Media and Gender<\/a> (GAMAG), and the <a href=\"http:\/\/www.unitwin.net\/\" target=\"_blank\" rel=\"noreferrer noopener\">UNESCO Unitwin Network on Gender, Media, and ICTs<\/a>, the event featured best practices from WACC partners, the launch of resources on communication and gender justice, and planning for advocacy for gender-just digital governance.<\/p>\n\n\n\n<p>In a time when the world increasingly conducts life online, it is critical to ensure that women\u2019s human rights \u2014 including their communication rights \u2014 are protected online as well as offline, WACC gender and communication expert Sarah Macharia said in her introductory remarks. This means keeping gender at the center of global policy debates. &nbsp;<\/p>\n\n\n\n<p>To open the session, Antonia Eser-Ruperti, associate program officer with UNESCO\u2019s Section for Freedom of Expression and Safety of Journalists, highlighted two international frameworks that aim to safeguard women\u2019s digital communication rights: the <a href=\"https:\/\/www.unesco.org\/en\/internet-trust\/guidelines\" target=\"_blank\" rel=\"noreferrer noopener\">Guidelines for the governance of digital platforms<\/a> and <a href=\"https:\/\/www.unesco.org\/en\/articles\/recommendation-ethics-artificial-intelligence\" target=\"_blank\" rel=\"noreferrer noopener\">Recommendations on the Ethics of AI<\/a>.<\/p>\n\n\n\n<p>She noted that both contain provisions relevant to the safety of women on current platforms and in the development of digital spaces in the future.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Civil society building an inclusive, non-sexist digital sphere<\/h2>\n\n\n\n<p>Two <a href=\"https:\/\/whomakesthenews.org\/the-gmmp\/\">Global Media Monitoring Project<\/a> (GMMP) national coordinators presented inspiring projects they are implementing to turn the tide on gendered cyberviolence and to create a more inclusive, misogyny-free digital space.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Safewords<\/h3>\n\n\n\n<p><a href=\"https:\/\/uksresearch.com.pk\/\" target=\"_blank\" rel=\"noreferrer noopener\">Uks Research Center<\/a>, a gender media watch in Pakistan, has launched the initiative Safewords to combate online sexist abuse in Pakistani languages.<\/p>\n\n\n\n<p>\u201cMany [Pakistani] women are not online because they are scared,\u201d said Uks communication specialist Shahrezad Samiuddin. The impact on the few women who are working in the public space \u2014 such as journalists \u2014 is particularly acute.<\/p>\n\n\n\n<p>Fear of online violence drove nearly a third of Pakistani women journalists to decline an assignment, while six out of 10 \u201chave refrained from sharing their work online.\u201d<\/p>\n\n\n\n<p>With Safewords, the GMMP Pakistan national coordinator wants to \u201cinstill a cultural shift for a respectful digital space.\u201d<\/p>\n\n\n\n<p>The project is using a public awareness campaign to allow people on social media to talk about gender cyberviolence. Advocacy to governments and media organizations targets policy shifts.<\/p>\n\n\n\n<p>Uks is working to create a comprehensive compendium of abusive terms found online with the aim of developing a content-aware filter in Urdu and Punjabi for use on X (formerly Twitter) and Meta platforms.<\/p>\n\n\n\n<p>Such civil society collaboration with Big Tech is not always easy, Samiuddin admitted, but sheer economics can provide a persuasive argument.<\/p>\n\n\n\n<p id=\"UMWA\">\u201cA lot of women are being driven off or are not coming onto social media. [This project] is talking about two languages spoken by almost a billion people, and half are women.\u201d<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Gender-responsible digital news on X<\/h3>\n\n\n\n<p>The <a href=\"https:\/\/www.umwamamafm.co.ug\/\" target=\"_blank\" rel=\"noreferrer noopener\">Uganda Media Women\u2019s Association<\/a> (UMWA), GMMP coordinator in the East African country, is running its own innovative project to address misogynistic speech online.<\/p>\n\n\n\n<p>Brenda Namata, UMWA communications and advocacy officer, said the need to promote responsible coverage of women and girls in digital news has grown as media outlets increasingly shift to digital platforms.<\/p>\n\n\n\n<p>\u201cIn 2021, during the general elections, 50% of women political candidates experienced trolling on social media platforms, especially X.\u201d<\/p>\n\n\n\n<p>In response, UMWA is using media monitoring to gather data about sexist news coverage on X. These findings serve as the basis for training for Ugandan media professionals and organizations in responsible, gender-sensitive digital journalism, and to challenge the normalization of sexism online.<\/p>\n\n\n\n<p>Such training has increased awareness among the journalists about misogyny and women\u2019s digital rights, awareness which is shifting how they craft a story.<\/p>\n\n\n\n<p>While digital platforms such as X already have tools in place to check for hate speech, Namata said that a manual methodology like the GMMP\u2019s is vital to identify micro-aggressions and ensure context-appropriate vetting tools.<\/p>\n\n\n\n<p>\u201cThe human-centered approach is the future.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">New research on women\u2019s communication rights<\/h2>\n\n\n\n<p>The Digital Communication Rights event also featured new feminist communication scholarship.&nbsp;<\/p>\n\n\n\n<p>Such contributions to the knowledge agenda help to keep a focus on women\u2019s rights at policy-making tables, said Aim\u00e9e Vega-Montiel, gender and media researcher at the National Autonomous University of Mexico, chair of GAMAG and co-chair of the Unitwin Network on Gender, Media and ICTs.<\/p>\n\n\n\n<p>Montiel introduced <strong><em><a href=\"https:\/\/www.wiley.com\/en-us\/The+Handbook+of+Gender%2C+Communication%2C+and+Women%27s+Human+Rights-p-9781119800682\" target=\"_blank\" rel=\"noreferrer noopener\">The Handbook of Gender, Communication and Women\u2019s Human Rights<\/a><\/em>,<\/strong> a publication she co-edited with Margaret Gallagher that brings together 24 essays by 30 scholars and civil society activists.<\/p>\n\n\n\n<p>That the <em>Handbook <\/em>opens by exploring the gender dimension of digital governance highlights the relevance of governance, stressed chapter author Claudia Padovani, associate professor at the University of Padova (Italy); co-chair of the UniTwin Network on Gender, Media and ICTs; and GMMP Italy coordinator.<\/p>\n\n\n\n<p>Global policy-making processes such as the <a href=\"https:\/\/www.un.org\/en\/common-agenda\/summit-of-the-future\" target=\"_blank\" rel=\"noreferrer noopener\">UN Summit of the Future<\/a> and the <a href=\"https:\/\/unctad.org\/topic\/commission-on-science-and-technology-for-development\/wsis-20-year-review\" target=\"_blank\" rel=\"noreferrer noopener\">World Summit on the Information Society<\/a> (WSIS) are \u201cspaces where feminist advocates should be,\u201d she said, because such processes lack a full appreciation of a feminist understanding of gender. \u201cWe need to bring this knowledge into these spaces.\u201d<\/p>\n\n\n\n<p>Maria Edstr\u00f6m, co-author of the <em>Handbook<\/em>\u2019s chapter on the implications of gender equality in media for freedom of expression, highlighted the need for a \u201ccommon goods\u201d approach in light of a \u201cdecline of gender equality as a core value\u201d alongside a marked deterioration in freedom of expression in many countries.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-large\"><img fetchpriority=\"high\" decoding=\"async\" width=\"1024\" height=\"341\" src=\"https:\/\/whomakesthenews.org\/wp-content\/uploads\/2024\/03\/NGOCSW-WMTN_webinsert2-1024x341.png\" alt=\"\" class=\"wp-image-12052\" srcset=\"https:\/\/whomakesthenews.org\/wp-content\/uploads\/2024\/03\/NGOCSW-WMTN_webinsert2-1024x341.png 1024w, https:\/\/whomakesthenews.org\/wp-content\/uploads\/2024\/03\/NGOCSW-WMTN_webinsert2-300x100.png 300w, https:\/\/whomakesthenews.org\/wp-content\/uploads\/2024\/03\/NGOCSW-WMTN_webinsert2-768x256.png 768w, https:\/\/whomakesthenews.org\/wp-content\/uploads\/2024\/03\/NGOCSW-WMTN_webinsert2-1536x512.png 1536w, https:\/\/whomakesthenews.org\/wp-content\/uploads\/2024\/03\/NGOCSW-WMTN_webinsert2-2048x682.png 2048w, https:\/\/whomakesthenews.org\/wp-content\/uploads\/2024\/03\/NGOCSW-WMTN_webinsert2-18x6.png 18w, https:\/\/whomakesthenews.org\/wp-content\/uploads\/2024\/03\/NGOCSW-WMTN_webinsert2-700x233.png 700w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><figcaption class=\"wp-element-caption\">Clockwise from upper left: Safewords social media post, UMWA project banner, CSW68 graphic, <em>Handbook <\/em>cover, Jenny Sulfath (DEF), Brenda Namata speaks at a UMWA project training for journalists, Shahrezad Samiuddin (Uks)<\/figcaption><\/figure>\n<\/div>\n\n\n<p>\u201cNow no one talks about the <a href=\"https:\/\/whomakesthenews.org\/wp-content\/uploads\/who-makes-the-news\/Imported\/documents\/section%20j%20of%20the%20beijing%20platform%20for%20action.pdf\">Beijing Platform [for Action]<\/a>,\u201d said Edstr\u00f6m, GMMP Sweden coordinator. She urged civil society, academia, and the media to work together to develop a \u201cnew language\u201d around women\u2019s communication rights and to hold States accountable to their commitments.<\/p>\n\n\n\n<p>Mar\u00eda Soledad Vargas, co-author of the <em>Handbook<\/em>\u2019s chapter on gender mainstreaming in journalism and communication education, pointed to the <a href=\"https:\/\/www.unesco.org\/en\/articles\/gender-media-icts\" target=\"_blank\" rel=\"noreferrer noopener\">model curriculum<\/a> developed by the Unitwin Network on Gender, Media and ICTs that aligns with the global commitments to empower women through media found in Section J of the Beijing Platform.<\/p>\n\n\n\n<p>\u201cWe must create a new generation of journalism and media professionals sensitive to gender issues both in workplace and in content they produce,\u201d Vargas stressed.<\/p>\n\n\n\n<p>The forthcoming report<strong><em> Gender Equality in Media Development<\/em><\/strong> aims to find \u201ceffective entry points for the development of independent, gender-equal media systems,\u201d said Agneta S\u00f6derberg-Jacobson, gender expert and senior advisor at the <a href=\"https:\/\/fojo.se\/en\/\" target=\"_blank\" rel=\"noreferrer noopener\">Fojo Media Institute<\/a>. &nbsp;<\/p>\n\n\n\n<p>The report, prepared by Fojo with the <a href=\"https:\/\/www.cima.ned.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Center for International Media Assistance<\/a>, looks at media management and ownership, <a href=\"https:\/\/waccglobal.org\/experts-say-regulation-of-legacy-digital-media-needed-to-advance-womens-communication-rights\/\">media regulation<\/a>, and media market dynamics.<\/p>\n\n\n\n<p>It found that women journalists and gender-aware media organizations cannot be expected to shoulder all responsibility for advancing gender equality, said co-author Malak Monir, CIMA associate editor.<\/p>\n\n\n\n<p>Broad, long-term coalitions are needed that involve civil society, trade unions, donors, and international bodies to \u201cfoster transformative change\u201d through a global strategic vision for inclusive media, she said.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Advocating for women\u2019s digital communication rights<\/h2>\n\n\n\n<p>During the final part of the event, Jenny Sulfath of the <a href=\"https:\/\/www.defindia.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Digital Empowerment Foundation (DEF)<\/a> in India highlighted the Summit of the Future in September 2024 and WSIS+20 among the opportunities for advocates for women\u2019s communication rights to contribute to global debates around digital governance.<\/p>\n\n\n\n<p>The Summit of the Future will move forward with a <a href=\"https:\/\/www.un.org\/techenvoy\/global-digital-compact\" target=\"_blank\" rel=\"noreferrer noopener\">Global Digital Compact<\/a> articulating principles for development of the world\u2019s digital future, while the <a href=\"https:\/\/www.itu.int\/net4\/wsis\/forum\/2024\/\" target=\"_blank\" rel=\"noreferrer noopener\">WSIS +20 Forum High-Level Event<\/a> in May offers a chance to bring social justice to attention of digital governance discussions, she noted.<\/p>\n\n\n\n<p>Sulfath urged participants to continue broadening the debate. \u201cBring digital justice into the feminist agenda. Push for policy development on digitalisation in forums where you are active, in every sector.\u201d<\/p>\n\n\n\n<p>There is a clear need to come together, to organize collective advocacy efforts, Montiel said in conclusion.<\/p>\n\n\n\n<p>\u201cThere has been a dismantling of women\u2019s rights mechanisms and that explains why [commitments like] the Beijing Platform [are] not in debates anymore.
